A subgroup of RTPO/MPO members and WSDOT researched national best practices for collaborative state and regional prioritization processes to identify ways RTPO/MPOs and WSDOT can collaboratively vet and prioritize projects supported by all participating agencies. This work took place over the 2021-23 biennium, mostly between January 2022 and September 2022.

The Strategy C subgroup identified these next steps:

• Hold an annual WSDOT/MPO/RTPO Workshop where participants can discuss local and regional alignment and demonstrate the value of RTPOs and MPOs as the conveners of the process to reach consensus on transportation investments.
• Explore opportunities for legislative engagement.
